This is responsible professional level work in strategic plan and performance metric development, dashboard design, analysis, and process improvement. An employee is part of a dynamic team tasked with the City’s strategic planning and performance management program.
An employee in this class is responsible for assisting in the development and implementation of the City’s strategic plan and performance management program, as well as providing guidance and assistance to all City departments. The incumbent exercises independent judgment and initiative, within policy guidelines. Responsibilities include, but are not limited to: liaising with various City departments; performing staff work, which may involve operation and performance analysis, budget preparation, management or organizational studies; and other related administrative duties. Work is performed with some independence of action under the general policy direction and administrative guidance of the City Manager or Department designee. Supervision may be exercised over lower level administrative and/or clerical staff.
Essential Functions:Works with the Budget Department in the preparation and implementation of a strategically aligned operating and capital budget for the City
Conducts management performance analysis for a variety of departmental operations in order to improve work methods, set standards, and increase the cost/value relationship of certain City operations
Conducts performance and data analysis and prepares oral and written reports, as well as presentations, as required
Assists in monitoring and analysis of metrics and programmatic performance of City departments and agencies
Builds relationships with department heads, division managers, frontline employees, and other analysts to comprehensively understand and accurately represent operational realities through data analysis
Coordinates trainings that assist departments in reaching desired strategic and programmatic objectives
Facilitates the selection and implementation of performance management best practices to improve organizational processes
Follows up with training participants to ensure principles taught are applied and departmental objectives are in line and support the City’s overall goals
Performs special performance and/or process analysis for the City Manager’s Office, as required
Facilitates the implementation of a citywide performance management process
Coordinates a variety of special analytical studies
Performs related work, as required
Minimum Requirements:Bachelor’s degree
Considerable two (2) years experience identifying business performance goals, developing metrics, and assessing results; recommending and implementing business process improvements; or evaluating program or operations effectiveness via data analysis.

Equivalent combination of education and experience beyond a high school diploma or its equivalent.
