Description:POSITION PURPOSE

The Facility Security Officer (FSO) will serve as the technical expert on facility security and all classified project(s) at ALST for the Department of Defense. The incumbent will administer the facility security management plan, implement facility controls and oversee the administration and safeguarding of classified information for the business. The FSO will also be responsible for the facility oversight including site facility, security and maintenance duties and management.

 

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Facility Security Officer (FSO) will direct and facilitate the process to obtain a facility security clearance.
Complete the required Government documentation as part of the Facility Security Clearance process, maintain and submit the required government documents, and maintain personnel security files
Maintain the National Industrial Security System (NISS) account, ensuring all cleared FCL matters are executed and recorded in a timely fashion (e.g., FCL Application; Change in Key Management Personnel (KMP); Annual Self-Inspection; Change of company location address)
Administer the Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) activity including processing clearances and visit requests for personnel
Maintain all records in compliance the National Industrial Security Program Operating Manual (NISPOM) requirements
Responsible for implementing the Threat Awareness and reporting Program (TARP)
Be the primary contact for the Defense Counterintelligence and Security Agency (DCSA) reviews and correspondence
Responsible for facility access control including managing badges, access cards and visitor requests.
Coordinate and interact with Local and Corporate L3Harris management, Program Managers, Contracts, IT and Human Resources and cleared personnel, and government contacts.
Create, execute, and monitor the office security policies, procedures, and practices in compliance with Government security requirements
Ensure classified contract requirements and procedures are implemented and followed
Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately
Conduct required security trainings, briefings, and debriefings
Keep current with changes in industry requirements and FSO training
Assure proper marking, safeguarding, and transmission of all classified materials, if applicable
Responsible for facility oversight including site facility, security and maintenance duties and management.
Other assignments as required.

QUALIFICATIONS

Education/Certification:

Bachelor’s Degree in Business Management, or other related field.
5+ years’ experience in the Defense industry; and a minimum of 3-years in the Facility Security Officer role.
Knowledge, Skills and Abilities:

In depth understanding of the National Industrial Security System (NISS), the Joint Personnel Adjudication System (JPAS) and the Defense Information System for Security (DISS)
In depth understanding and administration of requirements in accordance with the National Industrial Security Program Operating Manual (NISPOM)
Able to be the primary contact for the Defense Counterintelligence and Security Agency (DCSA) correspondence
Able to provide guidance and instructions to all employees to relating to security
Able to conduct required security trainings, briefings, and debriefings
Is current with changes in industry requirements and FSO training
Willingness to take ownership, accept accountability, and thrive under pressure.
Previous experience with site management of facility and security functions

ADDITIONAL REQUIREMENTS

United States citizenship required.
Active US Security Clearance required.
Able to work evenings and weekends as required to meet company objectives, including serving as primary site contact for facility and security needs
